hello saurabh,

the error code in ndr means mailbox on litigation hold , has exceeded recoverable items quota. please let me know if issue occurs on other people in organization , contact exchange online administrator confirm whether mailbox under in-place hold or litigation hold.

since outlook client doesn’t sync owa, try creating new profile in outlook , check recoverable items folder see if there emails in it.

how create new profile:

exit outlook, , 1 of following:

choose start > control panel > mail > show profiles > add > in profile name box, type name profile, , choose ok > tick use profile , choose new created 1 .

best regards,

alison
