i facing multiple issues started Monday
1) outlook , owa sync not working
2) people trying reschedule or cancel existing meeting getting ndr error message – enclosed below
3) not able delete emails deleted items folders
4) recover deleted item empty

the error code in ndr means mailbox on litigation hold , has exceeded recoverable items quota. please let me know if issue occurs on other people in organization , contact exchange online administrator confirm whether mailbox under in-place hold or litigation hold.
since outlook client doesn’t sync owa, try creating new profile in outlook , check recoverable items folder see if there emails in it.
